SOS Children's Villages International is the parent organization of the global federation of SOS Children's Villages. As a non-governmental social development organization, we support children without parental care and families in difficult living conditions through care, education, health and emergency aid services, and we defend the rights of children and young people in alliance with a wide range of partners. We work in 138 countries and territories, reaching over a million children, young people, families and caregivers every year.
Tens of thousands of children in Guinea-Bissau live in poverty. It was in this context that the government contacted SOS Children's Villages in 1994, asking us to start working in the country. During the civil war, the organization carried out an SOS Emergency Aid Programme, with the aim of providing the immediate vicinity of the SOS Children's Village with food, water and medical supplies.
SOS Children's Villages is currently helping Guinean children and young people in need by providing daycare and education in three different locations. When children can no longer stay with their families, SOS mothers from one of the SOS families look after them.
To support us in this important responsibility, we are now looking for a committed person: Director of Human Resources and Organizational Development (F/M)
Location: Bissau (with frequent visits to the field)
Mission:
The HROD Director coordinates, communicates and implements Human Resources (HR) plans and policies. The manager ensures that HR operations are carried out to support the development of the National Association and manages and administers recruitment, orientation, remuneration and benefits, performance management, staff development and other HR activities. The manager is responsible for building a strong and aligned human resources base within the National Association that can drive the achievement of organizational objectives. The manager promotes the application of the organization's values, legal and ethical standards and good management practices, and supports the development of a stable, committed and high-performing workforce.
Tasks and responsibilities:
Supports the HR strategy:
- Leads the development of national HR strategies, plans and budgets that support the National Association's strategic objectives.
- Ensures full implementation of defined HR standards and best practices
- Advises on structural changes in the organization that support the evolution of the National Association's strategic priorities
Coordinates recruitment and orientation activities:
- It supports the recruitment of qualified and committed staff. This includes preparing job profiles and recruitment advertisements, analyzing applications and participating in the selection process.
- Prepares and monitors the orientation and integration of new employees and personally presents basic orientation modules.
Coordinates staff training and development activities:
- It assesses staff training and development needs and develops national training and personal development plans.
- It coordinates the initial and ongoing training of SOS Mothers, Youth Educators and other key personnel in collaboration with the training team.
- Identifies opportunities for the growth and development of employees with high potential/talent.
- In collaboration with the Country Director, it promotes management and leadership development initiatives for key personnel.
Coordinates performance management:
- Implements and coordinates the performance management/appraisal system at national level, ensuring that staff are subject to regular reviews and formal appraisals
- Develops internal skills in this area, facilitating ongoing training and providing support to line managers
Administers compensation and HR policies:
- Administers the HR policies at the National Association, which includes internal regulations, salaries and benefits, employment contracts, vacations, etc.
- It regularly carries out market studies (salaries, policies) and proposes the necessary adjustments or new policies to ensure that the National Association remains competitive.
- It ensures that personal data is complete, regularly updated and managed with the utmost confidentiality.
- Updates and prepares reports on key human resources data (e.g. staff turnover).
It creates a favorable working environment:
- Advises on employment law issues.
- Promotes a favorable working environment.
- It advises on disciplinary issues and ensures ongoing compliance with applicable procedures.
Provides support, advice and clarification to staff at all levels. Helps to overcome communication problems and resolve important conflicts and complaints from employees.
Regarding child protection and PHSEA (prevention against sexual harassment, exploitation and abuse):
- Participates in training sessions on child protection and PHEAS (prevention of sexual harassment, exploitation and abuse), including online training developed by SOS Children's Villages, and implements the results of the training;
- Ensures that HROD's activities are conducted in accordance with SOS Children's Villages' child protection and PHEAS (prevention of harassment, exploitation and sexual abuse) standards.
Requirements:
- Master's degree in human resources management, management, economics, law or political and administrative sciences;
- Five (05) years' experience, including at least three (03) years in human resources or administrative management.
- Fluency in Portuguese and English (written/oral) and good knowledge of French;
- Perfect command of the labor code and social legislation in force in Guinea-Bissau;
- Strong analytical, organizational and problem/conflict resolution skills;
- Proficiency in at least one payroll software package (namely Sage Pay & HR);
- Good writing skills;
- Integrity, tolerance, objectivity, self-confidence and respect for colleagues and supervisors;
- Facilitation and training skills;
- Ability to work effectively in an organization with several programs and projects.
- Good computer skills (Office package).
- Open-minded, sociable, honest and able to work as part of a team.
